admiral john banoff in 89 after the earthquake. he was still with the navy. helped us tremendously with a aircraft carrier and the work in recovery, and in 1992 mayor jordan sought to seek his leadership and have him head up what is today our dem but at that time it was the office of emergency services so for five years i got to work with admiral bit off and lead the effort at oes but at the time that we really required some strong leadership because it was shortly after the 101 california shootings that we realized very clearly different agencies within the city had to speak more deliberately with each other, had to have systems and communications and culture built around much more collaboration, particularly with communication. well, that spawned this particular building, and its housing of not only the emergency management, but its physical location of our 911 emergency dispatch system which is right upstairs, and that was started on and under the leadership of admiral bit dlf off. it was concluded very well. he then went on to what i say was parallel to me because i thought

. >> thank you. is there any public comment on this item? i do have speaker cards here. brian tan and john golden. >> good afternoon commissioners. i am brian tan. i am here to speak on behalf of my as a resident of san francisco but i also serve on the entertainment commission for the city and urban planning representative. i sent you an email very early this morning but wanted to be present to speak publicly about it. after joining the entertainment commission january 2012 i was sought out by entertainment businesses along 11th street and offer my perspective on the western soma plan. they expressed concerns that the plan insufficiently dealt with the businesses as a part of the fabric of the neighborhood and low on options with that neighborhood. central to their concern is that while a new entertainment uses are permitted in the proposed plan south of harrison it fails to adequately support the viability of the area for the future entertainment of western soma. the citizen status as legal non conforming uses and continuation in the plan effectively treats these important stakeholder
business. public comment in general? we do have one. john haiber. >> good evening members of the commission. i am john heber and represent a large well known development entity that has a strong interest in developing sea lot wall 337 and pea 48 and issue for these properties. it is reported they're no longer involved in the property. in reviewing the port's document it's not clear if the company has withdrawn. what i do know there is no change more material than a change in ownership. if cornish is done both from legal and public policy perspective the port has no choice but to reissue the rfp. is there is no way the giants couldn't have won it without cornish's involvement nor do they have the experience to pull it off of this magnitude. the giants are a great club and great stadium but they have no experience in mixed use projects. the project proposed building several million of square feet of office space and shops and why they required them to meet extensive standards. i am not familiar with one mixed use project by the environments. the project states tha

. john haley, transit director and john ruers, finance, is here to answer questions. to try to speak to issues that were raised in the two items, and in some questions we got, i'm going to walk through, if we could go to the slides, just a quick overview of capital funding, a discussion of muni performance, and then speak about the tpi program, which, as supervisor wiener said, one of the purposes of is to increase ridership. so looking at the big picture of our capital funding, and sorry that that's not showing up right on the screen, we have undertaken a comprehensive' quy capital planning process that starts with a 20 year unconstrained plan that lays out all of the needs for all of the assets that mta has. from that, we develop a five year capital improvement program, which is a fiscally constrained program and a a two year capital budget. the constrained budget is almost 24 billion to bring it into a state of good repair, calls for expansion and enhancement needs of the figure, nearly $6 billion, we would need every five years. when we bring that down to a five year cip program

redesign and development upsdait. john thomas gave an update. this involves jefferson street from hyde to jones. the street is currently 37 feet wide and is one way with two traffic lanes westbound and parking on both sides of the street. the project will narrow the street to 24 feet wide with one traffic lane in each direction and no street parking. there will be no dedicated bike lanes, bicycles will use the street. this project was originally conceived as a shared public way where motor vehicles, pedestrians and bikes would all share the same surface, but has been revised based partly on the input from the blind focus group that mod had, revised so it will be a traditional raised sidewalk so the pedestrians are separated from cars. there will be a pedestrian accessible signal at jones and jefferson. the signals at jefferson and hyde are not signalized anyway and that will remain the same. there are ramps to some of the restaurants, mostly restaurants and stores, because of the change in level. in front of some of those buildings they will also install stairs to improve general
